Can't re-install Windows 8.1 (Driver issues?)

So today I tried to re-install Windows on my laptop, but when I click on 

Remove everything and reinstall Windows

It tells me that 

Some files are missing. Your Windows installation or recovery media will provide these files.

The problem is, my laptop isn't reading the installation disk of Windows 8.1 64bit.

 

I checked my drivers and there's two with a yellow exclamation mark

 

First one under DVD/CD-ROM drives

hp DVDRW SU208FB

And the second one under Other Devices

SM Bus Controller

I already tried updating them but it tells me they're up to date. I uninstalled them and re-installed them but the disk still cannot be read.

Is your CD/DVD actually HP though?

 

Try using these Driver Scanning tools.

Do you have 32-bit? or 64-bit?

I said 64bit fam

It's the Windows 8.1 installation disk. I've used it to install windows several times already

I can hear it spin for a second or two, then it stops and it doesn't get read either

It's a driver issue. You probably have the wrong drivers, or the reader is broken or the disk is unreadable?

Now that I think about it, I did downgrade some drivers to fix something that Minecraft (I know, the god) was having issues with Intel

Let me revert the drivers. That shouldn't be the issue but I'll try

Use a driver scanner program or google your PC model + Drivers.

Looked at the properties of the DVD driver and it tells me this

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
