i dont think i can do it in safe mode because i have to use GamePlayer also

iGameGuardian works in Safe Mode, maybe GamePlayer does also?

This iPad doesn't want me to enter safe mode for some reason .

i tried to hold down volume up button when apple logo appears but dosn't work. also i tried a tweak to turn on safe mode but dosn't work also

GameGem works but once i input a number then back to game, the game with start over

It's the RAM. Low ram causes these issues...

Yes, it's a RAM issue like with me. Your best bet is to clean your device(iCleaner) then respring twice. It would also help to browse stored files that remained after deleting from cydia & then respring again.

After about 3-5minutes follow one of the suggestions from the link @@DiDA gave you

Its also good to have a gang of iDevices too
