does my ipad needs to be jailbreaked? because I cant download filza or ifile... atleast the ifile I have has no option of install ^^ btw I can open it via iFile, but its simply showing a blank page

Is there any guide oder already Topic how to get this .deb files running or similar? im really not good with this kind of stuff.... would really appreciate it if someone could give me a quick description
