Are you on a 32 bit device or a 64 bit device? From my experience, after just trying it on an iPhone 6+ (64bit), the repo worked fine and allowed me to install the iOS 11 beta flex 3 app. (By the way there are 3 flex 3's to choose from, even though you are on iOS 10.3.3 like myself, please install the one marked iOS 11 beta!).
