Yes, I downloaded from the official website. It didn't work so i tried different version

As the title says. I have downloaded different version of cydia impactor to mod an app but it is not loading on my window at all. I tried out various solutions found on the internet such as running it with window 7 compatibilty & logging in on other account on the same computer but none of it works. Any ideas how do I fix this problem ?
