You must be missing something, I reset my account with this method.

Make sure you started a fresh game on spare device then login to Game Center with same Apple ID. Choose overwrite when prompted, then go back to old device start DomiNations then choose load save game when prompted.

I'm not too sure about that @@DiDA You would need a clean game with a different save game connected to the same Game Center ID to even be able to overwrite the old one, hence needing a second device.
