I’m trying to get my invoice order # for the App+ because I need it for the device transfer but it is not showing under my Order history but I do have the PayPal receipt, I’m not sure if that is the same “invoice #” needed for the transfer. Please help.

Came to a conclusion that they’re trying to get the hack to be more undetected. I actually found a download for it but you get banned after 3-4 games

So I have a non-jb iOS device but it has a working full version of cydia (has cydia substrate and a preferenceloader) am I still able to use hacks? Or does my iOS HAVE to be jailbroken?

He paid for a Cydia look-alike, but in no way is the real Cydia. I doubt that you can do anything with that thing, you need deeper access to your iOS device to use Cydia and tweaks.
Since the device was given, I am assuming it is an older device and not the newer iPhone models for example
If you have iOS v12.4.0 installed or anything below, look for Unc0ver jailbreak or a few other options.
if it is 12.4.1 or above, you can use Checkra1n (only supports Mac OS and Linux for now)
You can always install a Linux OS on your computer and jailbreak with it, which is what I did for mine.
