If your American English dictionary and Apple dictionary are apps on your iPad, you can try to reinstall them, but first, you must make sure that you have enough sapce to install them. You said that you couldn't download them back, but could download British. Whether is it beacuse of network problem? If you fear that deleted some extra junk files automatically will cause some data lost, you should back up files and apps on iCloud or iTunes, so that you can restore them quickly and effictively.
