Yep, I totally agree. You can download hacked apps/games just by searching for it on the web. But Apple is much more simple.

For new users they have disabled downloading apps due to it causing a trouble for other people trying to get apps.

You rank up by posting replies/topics on the iosgods website. For more info see this post: There is a download limit because new people that get the iOSGods application always tend to download many apps at a time, so they were forced to add a limit to how many new users can download a day.
