Do I still have to pay for this if I’m VIP plus member if not how do I download it? I just sign up for vip plus membership, please someone help

So I guess no one really cares to fix this issue on this game it crashes and doesn’t work even after turning the iCloud Drive thing off, please remove the game if it doesn’t work just my humble opinion, thank you!
