i reached to step 8 because i can't install anything from cydia

i guess there is no way to fix it is there a way to erase all settings and set the phone as new device without updating?

hey everyone I restored my 5s ios 9.3.1 jailbroken to clear some space but now it won't jailbreak again when after i jailbreak it using PP app and respring it doesn't open any cydia tweak. what I do? FYI cydia app is still in the phone and some tweaks
