during installation

I am having a problem downloading an app Bloons Adventure Time TD on my Non-Jailbroken Iphone 6 (IOS 12.3) using the Iosgods app. I downloaded 3 times and everytime it said "app cannot be downloaded please try again later" (or around those lines) Also, for some reason the app works with some apps and does not work with others. It also counted as reaching the download limit when it clearly didn't download

how do you become member as I think the requirements are vague?
