2020 Update.
I obtained an iPad with 3Gb of ram and successfully jailbroke the thing. Then used DLGMemor Injected to patch the memory location that stores the echoes.
Here is the save file with 20000 echoes, enough to buy a decent boat and get through the initial phase of the game which is frustratingly hard when playing on a more casual iPad play style.
