No, they are 2 separate things. ViP gives you access to the ViP hacks and https://iOSGods.com/topic/92593-perks-of-being-a-vip-member-on-iosgodscom/ lots of perks! App+ let's you sign and install hacks that you may see on iOSGods, basically 2 taps to get it signed, downloaded and installed. You can also sign .ipa's from other sources with App+. And the signature lasts for a year in most cases.

No, you would need multiple certificates (one for each device).. the VIP will follow you across to each device you have, within reason. If you get App+ you can add multiple UDID's in there too.
