There's a queue system and if a lot of people are using the store, then the queue time starts rising. But when you initiated your app decryption is when it will be processed.
So if you initiated when the queue was 12 hours, that's when your IPA will be decrypted.
If you need a speed up, link the Decrypted App Store URL here and I'll gladly decrypt for you!

Only ViP users can downgrade old app versions hence why you're unable to. Normal users can download already-decrypted but that version you're after was decrypted, and then deleted because we do not have unlimited storage space.

@Dinho69 Thank you for reporting this issue. The "Get UDID Automatically" functionality was broken and is now fixed!
Further improvements have been made to prevent this in the future.
