If your card was declined, please try purchasing again from a different device and network. You can try purchasing from your iOS Device & use Mobile Data. If the issue still persists, make sure your card has enough funds. The ViP prices are in USD.
Some transactions can also be blocked by your bank, so you might have to call them to allow the transaction.

It does seem like Filza may require updating for iOS 14 Jailbreak. You should of course use the official version too if you aren’t.
Alternative would be iFile, but that may also be outdated. PC programs work too.

Doesn’t AltStore require your PC running and on the same network in order to sideload?

It seems like your Jailbreak is "broken" seeing as your Cydia is stating there are a few missing files.
Are you able to install other apps/tweaks?
You could try restore rootFS to remove your Jailbreak then Jailbreak again.

It should be safe unless they have flagged your device.
Also, in order to get rid of leftover Jailbreak files, you need to restore rootFS in the Jailbreak app or restore to the latest iOS version, not update.

Can you try uninstalling then reinstalling the iOSGods App+?

iOSGods App+ does not require any trusting certificates. Once the app installs, you can just open it.
