Jailbreak .deb hacks require the app to be already installed from the App Store.
.deb files only contain the hack, not the app itself.

You can hack on Windows or Mac. I personally use Windows with Mac readily available in VMWare.

Seems like you need to use iTunes on your computer. Sync your iDevice and it will copy over the data and remove them from your iDevice.

Your system partition likely has no more free space according to the error. Try running iCleaner to see if that helps.
Uninstalling some tweaks is also helpful.

iPad 4 is x32 and the hack is x64 only now.
This hack only works on x64 or ARM64 iDevices: iPhone 5s, 6, 6 Plus, 6s, 6s Plus, 7, 7 Plus, 8, 8 Plus, X, SE, iPod Touch 6G, iPad Air, Air 2, Pro & iPad Mini 2, 3, 4 and later.
