If I understand correctly, the Random Dice app does not appear on your screen?
You need to install the app from the App Store and the .deb will work with it, it's not the same as no Jailbreak.

If you haven't yet, try 64-bit version if your PC supports it!

You cannot. The only way would be to write them in another language and compile. I believe AppSync Unified does this.

If your card was declined, please try purchasing again from a different device and network. You can try purchasing from your iOS Device & use Mobile Data. If the issue still persists, make sure your card has enough funds. The ViP prices are in USD.
Some transactions can also be blocked by your bank, so you might have to call them to allow the transaction.
