This sounds like a temporary issue which should resolve itself.
If it doesn't, try using a VPN.
A device reboot may also help.

COD Mobile is the worst beginner hack you can start off with to be honest. It is too complicated for a newbie and has a strong anti cheat.
You are better off starting with easier apps to learn first.

Did you install via a normal Apple ID and Sideloadly?
If I remember correctly, this game requires iOSGods App+ to work.

No, you do not need Jailbreak. iOSGods App+ is only targeted towards Non-Jailbroken users.
But even Jailbroken users can use it.

You should use Sideloadly or AltStore or iOSGods App+ to install the Jailbreak IPA again so you can Jailbreak your device.
I don’t think these signing services you tried are signed?

Please try logging out and back in again so Decrypted App Store detects your (new) ViP status. Then you can decrypt as a ViP user.

Yes, you can use Sideloadly to inject iGameGod Jailed and any other (.deb or .dylib) tweak.
Regarding In-App Purchase Crackers, you can use something like SatellaJailed.

There is an issue with the custom amount hack. When used, it seems to be subtracting in the background and going negative, but you have unlimited.
So when the hack is disabled, then it'll be stuck negative, but the display will be 0.
It is safer to stick to the low price car cost feature instead.

If you are enrolled in the Apple Developer Program then the apps will last up to 1 year as that is when your subscription with Apple expires.
However, Sideloadly currently does not work with Paid Apple IDs due to Apple's changes so you will have to wait for an update.
iOSGods App+ is a good alternative too.

The Speed Manager will not support every game unfortunately. Some games will have protection against something like this.
