Elven Longsword, 106DMG. I've tried hitting them but it only does 1-2 damage, so I tried Fire, Ice and Lightning, but they all do zero to little damage. Meanwhile the enemy casts spell after spell after spell with seemingly no cool down. Using weapons or spells that drain Magicka doesn't seem to slow him down either. I think enemies may be benefiting from the instant cast, infinite magicka and stamina as well.

For the mean time use poison. And if you can make a video please do so i can see exactly what you doing

Nether Lich's are resistant to poison, but I went ahead and made an example video for you. It's about 5 minutes long, against a single enemy. I use three different weapons (they all do the same amount of damage despite different DMG values) and all the different types of spells. This is what fighting it like for nearly all types of enemies now that I reached floor 37.

same for me....

i thought i'll gain easy lvl on this Abyss, but seems to be campaign missions faster and easier.

 

@Fory i do not see any high damage aswell . is it about weapon or its just dont work for everyone ?

This is perfectly put, i didn’t know how to explain it but i have the exact same problem, after about 35 in the abyss, nether lich’s spam their healing with zero cool down making any damage you do instantly converted into healing and you cannot progress. It starts to show in earlier levels where NPCs spam healing with no cool down but they are much weaker so your damage output cancels out their attempts at healing. But anything further than that, their healing spam outdoes any amount of damage per second you could possibly do. 

All my weapons have 116+ Damage rating, i have enchanted each weapon type with a different enchantment covering all types (fire, poison, frost, shock etc) and i use the appropriate weapons against each enemy type for maximum damage. But when it comes to levels 37+ in the abyss, its all useless to lich’s healing. Im also halfway through lvl 27. Its like the lichs have my god mode enabled XD 

EDIT: I just want to say on one run in the abyss level 39 i didn't encounter any lich’s but instead encountered dragons. But the same effect applied to the dragon. As soon as i reached 39 dragon the healing outdid anything i cld throw at it
