Got into safe mode, still not working, but I hav q felling its my /var/mobile/Containers/Data/Application/ folder

I've had an issue when App Store kept asking for my password all the time. Only way to fix it was via a semi restore.

i feel like when I restored that it kept that folder the same and it thinks I already have the apps installed

Which is why you should have used Semi-Restore instead of iLex RAT.
