You dont need a dev account to install this with cydia impactor. You can install 10 apps i believe within 1 week before your capped out for the week. Then you must wait 7 days.

Also Trying to install this directly via filza will fail if your device doesnt have the tweak, that allows .ipa installations that are not signed/fake signed. I cannot remember the name of it but it wont be hard to find out.
