I don't think that's a bug. I think that's how developers are banning users. Medals and alliances are the whole point of the game otherwise you'll just get stuck on upgrading your base but can't participate online.

 

Can you still attack users on multiplayer and can they attack you?

I can still attack but won't get medals. Thats the pts of the game. But fair enough only if they sell 14,000 crown for 9.99$
