I had the same problem when using the default file explorer in Nox.  Using ES Explorer to set permissions worked correctly.

If you still can't get it to work try downloading on a separate instance (if you're using nox) to get another libapp file to move over?

As Bynn said, always remember to backup any files you're replacing beforehand.
