Help/Support iosddl.net refused to connect

[mrblackjohn 1 iPhone 7 11.0.1]

Was trying to download IPA Hack with chrome but upon clicking I can't reach the site. I have tried other IPA hack links but they all can't be opened. Tried restarting my router, clearing my entire chrome browsing data but still of no use.
