Is there anyway to downgrade from iOS 8.4 B2 to iOS 8.1.3, heard Apple stopped code signing so not sure what that really stops.

No, you cannot downgrade to 8.1.3 because Apple is no longer signing it. I think you can only downgrade to iOS 8.3 since that's the one currently being signed by Apple.
