So @Joka this cheat it amazing first off. I just had a 4 way standoff with other hackers and I stumbled across a way to disable their cheats to win

obviously timing is everything here because you are playing other hackers. To disable another persons god mode you have to (trust me now it works) turn your godmode off.. 

I noticed that my cheats effected other players if I changed them mid game. I was playing duos with no speed applied. When I turned on speed EVERYONE had it. Then I entered a standoff I turned godmode off and was able to kill another cheater
