What the title says; How to install .net framework 3.5 without windows update?

 

I get error code: 0x800F081F

 

Searched up and tried many tutorials but theyre all outdated & not working...

Situation:

The following could not be installed:

.NET Framework 3.5 (includes .NET 2.0 and 3.0)

Windows could not find required files to complete the requested changes. Make sure you're connected to internet and try again

Error code: 0x800F081F

 

*I do not have a :C: /source/sxs/ folder so I created it and downloaded the microsoft-windows-netfx3-ondemand-package.cab

What I've tried: (All unsuccessful with the same 0x800F081F error)

- Enabling Group Configuration Policy "Specify settings for optional component installation and component repair"

- Enabling .NET Framework Features using DISM with Powershell & CMD
Dism /online /enable-feature /featurename:NetFx3 /All /Source:C:\sources\sxs /LimitAccess

- DISM commands:
Dism.exe /online /Cleanup-Image /StartComponentCleanup
Dism /Online /Enable-Feature /FeatureName:NetFx3 /All /LimitAccess /Source:C:\sources\sxs
Dism /online /add-package /packagepath:R:\sources\sxs\microsoft-windows-netfx3-ondemand-package.cab

- Offline .NET Framework 3.5 Installation

My last option is to update my Windows version which I am trying to avoid!!!!!
