I keep getting this error anything else I nee to try?

ios/addAppId =9313
The ‘Network Extensions’ feature is only available to users enrolled in Apple Developer Program.

Sometimes Users Get This error due to Cydia versions, Current version is 0.9.44 so what you have to do is:

 

Download Cydia Impactor 0.9.43 And Revoke Certificates with that App: 

And Then Install New Ipa with New version of cydia impactor   0.9.44

Cydia Impactor 0.9.44 was released earlier this week to fix a signing issue, which gave the error provision.cpp:138 maxQuantity. Unfortunately, it introduced an issue that prevents certificate revocation, giving error provision.cpp:81 when installing an app, and/or progress.hpp:87 when revoking a certificate. Hopefully, Saurik updates Impactor soon to fix this issue.

To successfully sign your apps in the mean time, you'll need Cydia Impactor versions 0.9.43 (0.9.42 on Mac) and 0.9.44. Here are download links, direct from Saurik's website (not embedded for transparency):

Now that you have obtained both versions, you'll start off on 0.9.43. Open up 0.9.43, and revoke certificates (under Xcode menu). Then, open up 0.9.44, and sideload your app to your device. You'll need to use this process to sideload until Saurik updates Cydia Impactor.
