Latest version of iOS is 8.3 so you will be forced to go on that unless Apple is still signing 8.2. If it is, download an 8.2 IPSW for your iDevice and SHIFT + Restore your iDevice.

 

Yes, you will be unbanned when you re-download the game on a newly installed iOS. Restoring from backup may bring back your old banned account though but I'm not sure about that.

Make a backup before restoring just in case.

 

You will lose your pictures, data and others but if you restore from backup, you can get them back.
