Wait, do you want to remove the tweaks or all of the jailbreak?

x32 or ARMv7 iDevices: iPhone 3GS, 4, 4s, 5, 5C, iPod 3G, 4G, 5G, iPad 2, 3, 4 & iPad Mini 1.

You can backup and do factory reset it because it won't go to iOS 11

Just remove the tweaks

Backup your data on iCloud, download iTunes then plug in your iPad, after that go into DFU mode by holding the power and home button for 10 seconds. There should be a pop up on iTunes saying that your iPad is in DFU mode, click on restore. When restoring is done, use the previously backed up data. :)

but will that redownload my apps ? or do i have to install them manually.

I think it will redownload them, I'm not sure though.

im pretty sure the itunes prevented downloading of apps from itunes with latest versions of ios and/or itunes.

ok i reset my ipad, fixed the issue but cydia gives an error :Could not open file /var/lib/dpkg/status - open (2: no such file or directory)

i need a fix for this plz. i saw one one the net , but it uses MobileTerminal and that may not work on ios 10.3.3

If you reset your iPad, shouldn't the jailbreak be gone? Why do you still have cydia?
