Are you jailbroken? If by any chance you are, use LocallIappstore on some apps.

yes i am jailbroken but i am on 10.3.3. Locallappstore is not compatible i think. And it is server sided, do you think could it do in-app purchase in a app like this?

Wait until Locallappstore is compatible for your jailbreak, then try to do the InApp purchases.
