Help/Support Directory DKPG Locked after factory reset, problems installing essential cydia directory and others

The jailbroken device that I have been using recently was completely reset for all content, in doing this i discovered that on re-jailbreaking the IPhone 5s on iOS 10.1.1, I was hit with the same error multiple times I tried to open Cydia/ install a tweak from Cydia.

 

The following lines from the initial database screen when opening is show:

 

? flAbsPath on /var/lib/dpkg/status failed - realpath (2: no such file or directory)

? Could not open file - open (2: No such file or directory)

? Problem opening

________

Yet when I try to install the base structure tweak allowing the set up for the directory  there is a different top line reading after supposedly doing a installment:

?DKPG_LOCKED

________

If anyone knows how to fix the DKPG that is possibly locked please help. 

There still appears to be a functional Terminal apparently left over from the factory reset which was don on the device. Along with a few other odd things that stayed like Filza, game gem, CrashReporter, and even Activator. This is a untheathed jb using Yalu102. 

I tried making a manual DPKG only after the problem started returning with a tmp  file. Opening the hex editor reveals a single line and that’s the only thing that will show up:

Ok first your going to want to remove Yalu from your device. Next download a modified version of Yalu called Yalu dark and install it using cydia impactor. Now run it like you would run Yalu normally. That will reinstall cydia and all of its dependencies. Next download a file manager like IFile and go to the root directory and look for a file called .installed_yaluX and .installed_Yalux_fix and delete both. Now delete Yalu dark from you device and reinstall the normal Yalu.
