I'm in the US. California. In the app store I couldn't find Honkai Impact 3 I found it under the companys link and the name was in chinese. When I downloaded it it was also in chinese. No english settings.

The recent server release is for SEA/South East Asia only. Try Philippine Apps Store to download the English Ver. Hope it helps.
