The link is a installation file for Open SSH. A .deb file

Yeah, that may work. 

I'm not sure though, never done it, I'm on iOS 8.4.

I got an idea, what about sideloading iFile? Is that a thing? If so, do it. 

Then you can use iFile to install the .deb file.
