Yess its open on safe mode ... And without safe mode try open setting.app 5 to 6 time its open

Check all your tweaks. Your settings doesn't crash for no reason unless something is bugging it.

Uninstall tweaks one by one to figure out which one is causing the problem.

 

Note: Keep a list of ALL tweaks you uninstall. When you find out what causes the problem, the list will come in handy
