I found that you can transfer most of the things between devices if logged in on the same Apple ID when you purchase the items, you just have to log out and back in. But for some reason it works for all the games besides pool cues. If anyone knows how to do this, please let me know.

Update: You just have to log in and out of the same iCloud that you were logged into that the purchases were made on, on the device you want them on.
