Help/Support Cydia Impactor giving error.

I'm trying to get Impactor to work on my device, however I keep receiving the provision:81 error, telling me that the Network Extensions feature isn't available. I have followed a number of solutions ranging from revoking certificates, I have changed the .dat file to .zip to retrieve the .IPA file, dragged it into Impactor as well as trying to install it via Package Installer. Let me remind you that I did not run Impactor as an admin. I even followed a 2 factor auto tutorial for a generated password, that too did not work. So can anyone please give me some light on how to fix this issue? I currently have a non-jailbroken device running on 10.3.1. I am running Win 10

provision.cpp:81
ios/addAppId = 9313

I would also like to add that I tried creating a new apple id and trying to install extender. I still get the same error: provision.cpp81

2nd topic regarding this issue, hopefully someone can help because this is tragic. I can't get Impactor to work on my device and Ive tried numerous tutorials. The main error I am getting:

I've went to Xcode > Revoke. Same error.

Ive renamed Impactor.dat > Impactor.zip, extracted the IPA and dragged it to Impactor. Same error. I went to the link provided in the error, it wants me to create a developer account which is $99 bucks, but apparently everyone else is getting this program to work for free, so what is going on????? Please help
