Help/Support Cydia and iFile, etc Icons missing but still on Ipad

[Gothyx 126 iPad Air 10.3.1]

I have an interesting issue.

 

I read something wrong about how to fix something and I reset all my settings, doing so had me have to redo the Pangu 9.3.3 jailbreak, doing so, it never gave me my Cydia icon. Cydia is still on my iPad and I can access it with Activator, I reinstalled and nothing. My iFile and stuff is all missing too, but is still installed as it's showing in Cydia, I basically have all my stuff but no icons, I've tried restarts and everything, how do I get the icons to come back?

I guess uicache isnt working in this instance

Not even sure how I'd get to it. No icons, I have Cydia, iGameGuardian, iFile, all that, just no icons anywhere for them.

I have it, I have all of them, just no icons for them.

When I install new apps through Cydia, they don't show up either.
