Open Settings > Cellular > Cellular Data Options > Cellular Data Network

Make sure the MMSC field is populated appropriately.

Rest your iPhone since you are not jailbroken anymore their should be no problem.

how do you reset fully without jailbreak? And I think I did I'm just making sure

Plug phone into computer, launch iTunes and check for update. 

 

You should get a Carrier Update message, or hopefully you do so it can update those settings for you without having to do a update / restore.

I said iOS 10.2.1 not 10.1

Setting>General> go to the end of the page you will see reset Erase all contact and settings.but backup your data before doing that.

is their anyway other than restoring, because I had to restore after my jailbreak and it worked fine until like 2 weeks after

Yeah I said that and updated my post accordingly... You need to try to do a carrier update...
