Is your storage at 1.3GB always when you're not doing anything with it or does the phone simply start taking up space bit by bit itself?

Do you have iGameGuardian installed?

 

Boot into Safe Mode and continue from there. If everything is okay in Safe Mode then a Cydia Tweak is causing this.

 

You can also run the 

top

command on a Terminal to see which process is running.
