Help/Support Apple ID error help pls

Guys when I go into https://idmsa.apple.com/IDMSWebAuth/signin?appIdKey=6f59402f11d3e2234be5b88bf1c96e1e453a875aec205272add55157582a9f61&language=AU-EN for some reason it keeps saying You must use an Apple ID that has previously been used in iTunes. Sign in again with another Apple ID. please help me is there a way to bypass this or something? Or is there a way to fix this?

So, have you signed in using your main Apple ID information?

The one you use to download / purchase things in iTunes?

For some reason it thinks I'm a person trying to hack into someone's account cos it says Cannot Reset Security Questions

We do not have sufficient information to reset your security questions.
