Help/Support (Jailbroken ios 9.3.3) App Store badges not increasing until App Store is opened

I'm jailbroken on ios 9.3.3 iphone 6s and my App Store badges are not increasing until I tap to open the App Store.

 

I have tried tapping on "explore" in app store 10 times to clear the cache.

I have tried restoring from an old back up but that did not work either.

I tried holding the home and power button until the phone turns off then back on.

I have tried turning off notifications for the App Store then restarting my phone and turning back on notifications.

I tried doing a full restore in itunes but I get error 3194 but I believe that is because I don't have shsh blobs.

 

Maybe since I am jailbroken someone can tell me what files to modify to fix my App Store badges so they will increase without having to open the App Store. Please tell me what I can try.
