So basically you need to complete breakthrough with the card FIRST before making it elite X 60?

Nope, just find the Breakthrough address of your character and apply the algorithm.

 

For example, Suicide Squad Deadshot is character block #119, therefore his Breakthrough Value is 119*7*3 which gives 2499, when in game Deadshot would have the next promotions VIII, IX and X unlocked, just make sure to also change the number of copies you have of him to promote him, I changed the level from 50 to 60 at the same time and it worked.

 

I've tested this on all characters and they all work. Deadshot is actually the strongest character in the game atm, with 96k attack and 174k health at promotion X lvl 60
