Sadly, you cannot do this on IOS 9. When you go to the link, there is no "Download to iCloud Drive" or "Save to iCloud Drive". If you email yourself the file and then save it or send it, it doesnt work.

 

If anyone can get it working on IOS 9 tell me how, cause it doesnt work for me
