I'm unable to install any tweaks from Cydia or Apps from the Appstore.

Hello iG. I noticed that my jailbroken iPhone iOS8 5S hasn't been installing tweaks from Cydia properly since it gets stuck in the loading screen without giving me the option to respring. Whenever this happens, I manually respring my device by soft reseting. However, the tweak that I have installed (such as MobileTerminal) won't appear in my homescreen. I have read another topic about this a while ago (which has been solved due to a command for MobileTerminal) but that solution won't work since I cannot see and open MobileTerminal in my homescreen eventhough it is installed. I also noticed that I'm unable to install and delete any applications either. Whenever I check my storage, the apps that I have installed from the appstore isn't on the list. I do not wish to unjailbreak my phone until there isn't any solutions left to try. :)

Try installing UIKit Tools from cydia and then run 

uicache
via ssh

    Go into Safe Mode and try the App Store from there.
