Every time i speed up building or using crowns im getting network error message how do i fix?

You cannot use crowns for speeding up buildings .It only works for library reseach ,armory research ,roads,unlock more land with crowns.Speed up troops training .Change wonders .

So every upgrade that i do i cannot speed up but any other activities i can?

You can't. But you can use the keychain method and redownload the app again to make a new account.
