So basically can you purchase Iaps that shouldn't be available to you? That probably doesn't make sense but this is what I mean. In a game called Clash Royale there is a special offer for the arena you are in and you can only purchase those special offers of you are in that arena or above that arena. So basically if I wanted a arena 9 pack but I was in a lower arena would there be a way to purchase it? Could you get the in app purchase without having it available to you in the game? You can't use iap hack/tweaks for server based game. And clash Royale is one of them.

I don't think it's possible because Clash Royale is server sided. So you have to be in specific arena and purchase them with real money

I'm sorry I didn't mean get free Iaps. I know that isn't possible in server sided games.
