Hello , i am trying to add my visa card to my steam account but it says this > i've done something wrong? probabily billing address , what is that anyway?

I know what's wrong! I've had this problem many times due to the fact that the credit card company thought I was stealing money from my parents

 

It means that your card is declined because of an error with your balance (possibly overspending, or frozen, or put on hold). The way I got my card to not be declined is to phone the company and ask for my card to be 'un-frozen'

 

You can also wait a whole month so that you can add your credit card info, but that takes too long

Do i need to have some money on my credit card so i won't get that error? I just want to add my credit card to sell / buy stuff from the market.

Yeah, it's advisable you have a little bit of money on it because Steam might try to take some $ from it upon registration.
