how can i tell if an iphone 6s has an icloud account synced if i cant get into the phone because i dont know the password?

There's a 80% chance it has an iCloud connected to it.

 

If you have the receipt when bought, take it to the Apple Store.

nope, does that mean the phone is useless? nobody out there knows how to bypass the icloud activation after a hard reset?

It's not that easy and I don't think it's free either. Usually costs ~100$
